Room to Read started working in Laos in 2005 and had been supporting education development in 10 provinces throughout Laos. We are seeking an experienced MEAL Officer for the USAID Learn to Read activity, a five year (2018-2023) basic education intervention, implemented by a consortium led by Save the Children International (SCI) and its partners Room to Read (RtR) and Humanity and Inclusion (HI).

MEAL Officer, USAID Learn to Read Accelerator, Base in RTR Regional Office, Champasack

Position Overview:

The MEAL Officer is Responsible for implementation of all research and assessments, document learnings and case studies, monitoring activities and validation of data. Build capacity of the Project Officers and relevant district staff of MOES on project MIS and other MEL related activities. The position reports to the South Regional Project Manager with a dotted line to the MEAL Manager.

The MEAL Officer has specific duties and responsibilities (For the full TOR, please visit our website). In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Qualifications:

  • Bachelor’s degree in education, literacy or other related field from an accredited college or university required
  • Minimum of five years’ experience implementing MEAL systems in Laos
  • Excellent interpersonal skills and demonstrated ability to work effectively in team situations
  • Excellent training and facilitation capability;
  • Strong analytical and conceptual skills and the ability to think and plan strategically;
  • Demonstrated creativity, innovation and initiative;
  • Strong in computer skills (Excel, word, PowerPoint and internet);
  • Fluent written and spoken English required.

Preferred

  • Experience with digital data collection systems and platforms
  • Experience of working in a similar role in Laos or elsewhere in the region is an added advantage.
  • Experience assessing student learning outcomes
  • Experience in systems thinking and application of complex adaptive systems methodologies would be an advantage
  • Experience utilizing statistical analysis software would be an advantage.
