1) GENERAL BACKGROUND

 

Indicate general background information on the context of the engagement and background.

UNODC and the Government of Lao PDR are implementing an Alternative Development Programme in Houaphanh  Province in Lao PDR. A key component of the programme is the introduction of coffee as an alternative crop. 331 families have initiated coffee cultivation supported by the programme, and are currently in the process of establishing a farmers’ cooperative. The first coffee plantations were initiated in 2016/17, and the first commercial harvest is expected in 2019.

The project is now seeking a consultant to work with these farmers on three topics:

  1. Prepare the farmers for the harvest in 2019 and guide them through the harvest period. This involves training the farmers on harvesting and post-harvest processing techniques, and supervising and guiding them through the first harvest. The consultant is required to work closely with a team of extensionists currently based in the project area.
  2. Work with the farmers on establishing zero-waste models for capturing the coffee waste and turning it into income streams, animal feed and organic fertilizers. Six models should be introduced.
  3. Support the establishment of the farmers’ cooperative

 

 

 

2) OBJECTIVES OF THE ASSIGNMENT

 

Indicate key objectives of the assignment.

  • Introduction of zero waste models: Coffee farming produces what is traditionally seen as waste (e.g. pulp and wastewater). The project is seeking a consultant who can assist with establishing models for capturing the coffee waste and turning it into income streams, animal feed and organic fertilizers. Six models should be introduced. The consultant is expected to provide the farmers with necessary training to establish, utilize and maintain the models. The consultant is also expected to provide necessary materials for establishing the models. Costs of materials should therefore be included in the proposal. A training and capacity-building plan should be included in the proposal.
  • Train the farmers on harvesting and post-harvesting techniques: The farmers are expected to have their first commercial harvest in 2019. In preparation for this, wet-processing centres will be constructed in each village. The consultant should train the farmers on all aspects relevant for harvesting and post harvest processing and guide the farmers through the harvesting period. As part of the proposal, the consultant should include a one-year capacity building programme, aimed at preparing the farmers for the first harvest. The consultant is free to design a capacity building programme as (s)he thinks appropriate.
  • Support the establishment of a farmers’ cooperative: The project is working with the German Cooperative Association DGRV and the Ministry of Agriculture on establishing a farmers’ cooperative for the coffee farmers. The consultant should provide advice as required to this process. Advice will depend on identified needs, but may include: (1) Suitable ways to establish systems for traceability, (2) Requirements for a planned cooperative level storage facility, (3) logistics for handling the coffee from the village level washing stations, to the cooperative level storage facility, and to the final buyers, (4) commercial and marketing strategies, and (5) Rules and regulations governing the commercial side of the cooperative. 

 

 

 

3) SCOPE OF WORK

 

Indicate scope of work, which must be consistent with the budget for the works, and contain a concise and detailed description of the services or activities to be performed.

The consultant is asked to make a plan for a one-year capacity building programme necessary to achieve the three main tasks listed above. The consultant can make use of different capacity building methods, as (s)he sees fit, including specialized trainings, on-job trainings, and mentorship. Suggested time requirements for the three deliverables are listed in the table below but the consultant is free to suggest number of working days as (s)he sees appropriate. Quality and expected results on the ground will be emphasized in the selection process.

Most of the working days are expected to be delivered in Houaphanh. The proposal should therefore also include travelling time and travelling costs. The consultant should include in the proposal a suggested timetable for missions to Houaphanh , to be undertaken in 2019.

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Duration: 30 January 2019 - 31 December 2019.

 

Duty Station: Primarily field based work, in four districts of Houaphanh province: Xamneua, Xone, Xamtai and Kwan districts.

 

5) FINAL PRODUCTS

 

Provide a clear and unequivocal definition of the final product/s or deliverables (e.g., survey completed, workshop, conducted, data collected, reports written, etc)

  • Zero Waste systems established in 6 villages

 

  • Farmers in 10 villages are prepared for the first harvest in 2019, with sufficient knowledge on harvesting and post-harvesting techniques. The 10 villages are detailed below.

  • Written and oral advice provided to the establishment of a farmers’ cooperative. Topics of the advice will be agreed between the consultant and the project management as required.

 

 

 

6) PROVISION OF MONITORING AND PROGRESS CONTROLS

 

Indicate detailed provision of monitoring and progress controls, including reporting requirements, periodicity, format and deadlines

 

The consultant will report regularly to the programme manager during the assignment.

 

 

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

 

Provide an unambiguous description of the required degree of expertise and qualifications including specialized knowledge, language needs and experience required, selection criteria, qualifications and performance or other standards the Contractor must fulfill; if applicable, a detailed list of all inputs and services which will be provided to the contractor by UNDP or, where applicable, by UNDP's implementing partners, in order to perform the contract

 

  • At least Bachelor’s Degree in a relevant field of study
  • At least 10 years of working experience with topics relevant to the assignment
  • Demonstrated ability to identify markets for specialty coffee, including contract negotiation
  • Ability to write and communicate in English.

 

 

8) REVIEW TIME REQUIRED
