JOB DESCRIPTION

 

The role

We are currently looking for District Facilitator Officer based in Thakhek, Khammouan

Role Purpose

Save the Children has been Implementation “Integrated Nutrition and WASH “iNuW” in two provinces of Savannakhet and Khammouane, covering 471 villages across six districts.

The purpose of the District Facilitator Officer is to assist/support Senior admin & finance officer providing high quality administrative support, management of logistics (procurement and vehicle/motorbike), oversite of finances, follow-up/support program team for advance/return; office expenditure report, check documentation to ensure all are complying with SCI written procedures, support PC/program team to organize event(s) where is required in targets district, especially for Nurtition counselling training and District Nutrition Committee meeting

This post is required to frequently travel to the implementation sites.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Financial Management

  • Provide assistance to program staff to manage and summarize program expenditure for activities in the districts, issue advance/advance return
  • Ensure all project expenditures are coded correctly with assistance from the senior admin & finance officer with support from Senior Operations Manager
  • Assist Provincial Coordinator to plan and organize for DNC meeting in all 3 targets in working Province, this would include issue advance, pay per diem for government partner, ect…..
  • Assist/support Senior Health specialist to coordinate and organize training in all 3 targets in working Province, this would include issue advance, pay per diem for government partner, ect…..
  • Assist/support district project officer to organize VIC & CF training
  • Assist M&E to collect form & Data from DPOs where is needed

Administration

  • Update forms and procedures for the smooth day-to-day running of the USAID Nurture project under the guidance of the senior admin & finance officer.
  • Occasionally develop and maintain standard letters and document files for items such as contracts, engagement letters, thank you letters, government requests, etc.
  • Provide some secretarial support to the Provincial Coordinator, if requested

Logistics

  • Manage vehicles (in/out)
  • Assist program staff in purchasing project materials and supplies, as required

Human Resources

  • Maintain staff leave(s) records
  • Keep records of overtime
  • Send lists of annual leave, sick leave and other leaves to the VTE HR Manager.
  • Send health insurance claims and Medical claims on behalf of SVK & KHM staff to VTE HR Manager

Reporting

  • Report suspicions of misappropriation and/or misuse of office material to Provincial Coordinator or directly to the Country Director.
  • Inform staff members on health insurance

Qualifications

  • BA in Business Administration or similar field would be a benefit;

Experience and Skills

Essential

  • Minimum 1 years of professional experience in finance and administrative positions;
  • Experience in Emergency activities is an advantage;
  • Excellent written and spoken English skills;
  • Outstanding Lao written skills;
  • Excellent IT skills in general MS Office software;
  • Demonstrated ability to work independently and in timely manner;
  • Willingness to work long hours during peak work times; environment;
  • Good skills for the use of Microsoft Word and Excel, internet, email, and other related software and devices
  • Good understanding of current development trends and local context
  • Good service mind
  • Experience with participatory approaches
  • Excellent IT skills in general MS Office software;
  • Good listening and facilitation skills

Contract length: fixed term
